India Calls for Transparency in UNSC Subsidiary Bodies

India has urged the UN Security Council to ensure greater transparency in the functioning of its subsidiary organs, pointing to the opaque manner in which requests to list entities and individuals are rejected.

Addressing the UNSC open debate on Working Methods, India’s Permanent Representative to the UN, Ambassador Parvathaneni Harish, said the Council’s credibility depends on clear, fair and efficient procedures, especially as global challenges continue to rise.

Harish noted that unlike de-listing decisions, listing requests are rejected without explanation, leaving non-Council members uninformed. He also warned that chair and pen-holder roles should not go to members with conflicts of interest.

Reiterating India’s call for comprehensive UNSC reform, he stressed expanding both permanent and non-permanent seats to improve representation of under-represented regions.

Harish urged stronger coordination between the UNSC and the General Assembly and said the Council’s annual report must be analytical, not merely a record of meetings. He added that peacekeeping mandates that have outlived their relevance should end, noting India’s status as the largest cumulative troop contributor.

He also called for sunset clauses under the UN80 framework to ensure mandates remain effective and necessary.
