
Chandigarh, Feb 20 (PTI) Haryana Governor Ashim Kumar Ghosh on Friday said democracy is strengthened when the ruling and opposition parties work together while adhering to the letter and spirit of the Constitution.
Addressing the state Assembly on the first day of the Budget Session, the governor described the diversity of opinions as the greatest strength of democracy and urged members to transcend political divides to secure a bright future for the state.
“This House is the voice of the people and it is the government’s responsibility to translate that voice into results with sincerity and sensitivity,” Ghosh said.
“Democracy is truly strengthened when both the ruling and opposition parties work in tandem and always keep in mind the letter and spirit of our Constitution,” he added.
Ghosh expressed confidence that the budget session will witness meaningful discussions and historic decisions taken through dialogue and consensus, while reaffirming the Government’s commitment to improving the lives of the poor, empowering farmers and youth, and ensuring dignity, security and opportunities for every citizen.
During his address, Ghosh asserted the state government considers political power as a means of public service and that it remains committed to providing good governance, guided by the principle of “Sabka Saath, Sabka Vikas, Sabka Vishwas aur Sabka Prayas”.
On the national vision for 2047, the governor said it is a shared dream that India will be a developed, self-reliant and globally leading nation by the centenary of its independence. He highlighted that the ‘Haryana Vision Document-2047’, launched in December 2025, serves as a strategic blueprint to establish the state as one-trillion-dollar economy by 2047.
The governor further said that true service to the nation involves improving the lives of the poor, increasing farmers’ income, providing employment to the youth, and ensuring respect and security for women.
On the issue of water rights, the governor termed the construction of the Sutlej-Yamuna Link Canal a priority for the state government.
During his address, Ghosh also said he would like to recall that India’s sacred national song, ‘Vande Mataram’, has completed 150 glorious years, nothing that the song, composed by Bankim Chandra Chattopadhyay in 1875, ignited the flame of patriotism during the freedom struggle.
He added that the spirit of the song is “ingrained in our culture, folk songs, and lifestyle”, nothing that the state farmers, soldiers and sportspersons draw inspiration from its essence.
On the law and order front, the governor said the government is giving top priority to peace, security and the rule of law in the state. He said due to improved investigations and modern policing in the state, the conviction rate in criminal cases has increased. Between July 1, 2024 and December 31, 2025, the convictionr ate in criminal cases stood at 74.13 per cent.
He further noted that crimes against women decreased by 16 per cent in 2025. He said Haryana leads the country in the fight against cybercrime, by saving 36 per cent of defrauded amounts in real time and securing Rs 256 crore assets of citizens.
He also pointed out that the state police busted 426 criminal gangs and secured extradition of 15 gangsters from abroad, leading to a 40 per cent drop in extortion cases.
The governor also highlighted the state’s ‘Action Plan-2029’ aimed at making Haryana drug-free.
On the industry and investment front, Ghosh said the state government has replaced ‘red tape’ with a ‘red carpet’ for investors. The cited the Maruti Suzuki project at IMT Kharkhoda, which began in February 2025 with an initial investment of Rs 9,413 crore. A further investment of Rs 6,000 crore is expected to see a new unit commence production in April, 2026.
The governor concluded by stating that robust infrastructure remains the foundation for sustainable development in the state. PTI SUN AKY AKY AKY
